Uncle Sam Promoting Abstinence

I can hear all the liberals yelling and screaming with outrage.
WASHINGTON - How should you talk to your children about sex? Tell them no sex, says a new government Web site that proclaims "abstinence is the healthiest choice." That's dictating values, say organizations including the American Civil Liberties Union and gay rights groups, and they want the site taken down.
Michael Leavitt, secretary of the Health and Human Services Department, says the Web site is right on target.
I agree. With all of the STD's infecting people worldwide (especially women) wouldn't it make sense to promote abstinence since condoms are known to break or "slip" (which might not be too good if you found out your "partner" was infected with an STD).
And it seems the reason that Uncle Sam is promoting abstinence is because although condoms may provide a barrier (or first measure) against getting an STD, they are not a 100% guarantee against infection.
Even if a condom is used every time someone has sex, they could still become infected with an STD. When condoms slip or break or are used incorrectly, they don't protect against infections. And they don't protect against STDs that live on skin and membranes that aren't covered by the condom. Many bacteria and viruses like herpes and HPV can be shared, even with part of the reproductive tract covered.
You can look at this chart for more information. Although some may claim this is another attempt by the President "pushing his religion on me," it seems that abstinence is a very effective method of combating AIDS/HIV as Uganda demonstrates.
Last I checked, abstinence works 100% of the time (unless you are a drug user) and as long as both partners are faithful (after being married) the chances of getting it are pretty close to zero. Condoms don't exactly have a guarantee against preventing STD's (as the chart shows) so why not promote something that has a strong success rate? So what is all the fuss about?
