Vietnam Population Control?

HANOI, May 30 (Xinhua) -- Vietnam plans to pour some 3.5 trillion Vietnamese dong (221.5 million US dollars) into curbing population growth and improving population quality from 2006 to 2010.
The money will be mainly used to ensure that each couple to have no more than two children so that the population will remain stable at around 88 million by 2010 at the latest, according to the country's Committee for Population, Family and Children on Monday.
This probably means that more forced abortions are along the way. Sad.
Each Vietnamese woman, on average, had 2.23 children in 2004, up from 2.12 children in 2003, according to surveys by the General Statistics Office in mid-2004. Vietnam now has a population of some 82.1 million, including over 41.7 million women.
This story will probably never make it to the "Feminist News Network" but if a woman has the right to "choose" (if killing is a right) shouldn't they also have the right to keep their baby as well? Isn't this an international right or are rights defined by the government?
